The history of Ukraine takes its beginning since the foundation of Kiev state in the 9th century. Cossack Hetman state was formed after the decline of Kiev state and its disintegration into small principalities in the 17th century. It existed till the late 18th century and until the 20th century there wasn’t any independent Ukrainian state.
After the Revolution in Ukraine in 1917 the rise of the national movement began. It was formed into the "Third Universal" of the Central Rada on the 20th of November in 1917 and declared the Ukrainian National Republic - the UNR. Freedom of speech, press, religion, assembly, strikes, abolishing the death penalty was announced in this Universal.
War between Ukrainian people and Bolshevik representatives began after the failure of the Ukrainian government to acceptan ultimatum of the Bolshevik Council of People's Commissars, in which they required to allow them to send troops to Ukraine, as well as not to miss the Don Cossacks and white officers. The military successes of Bolshevik representatives forced the UNR leadership to call Germany for help.
Since the middle of February 1918 German and Ukrainian troops has begun an attack on the territory seized by Bolshevik leaders. Until April the whole Ukraine was liberated from Bolshevik occupation, but appeared to be under German pressure. Civil war started. As a result series of interventions were over in Kiev at All-Ukrainian Congress of Soviets by the adoption of the Constitution of "Independent Ukrainian Soviet Socialist Republic” in March 1919.
On the 24th of August in 1991 Verkhovna Rada of the Ukrainian SSR proclaimed Ukraine an independent, democratic state, and issued "Declaration of Independence of Ukraine" for the confirmation at all-Ukrainian referendum on the 1st of December in 1991.
